can't update my 6.5 sql server to sp5a

In trying to update my SQL server 6.5 with sp5a I get theis error:
Setup initialization could not be sucessfully completed.
cfgchar.exe
could not be executed. Please check the relevant.OUT file.
I can't find the relevant.OUT file. The only OUT file that has the
current date is "chkmast.OUT" and it tells me there is approx 231MB's
of free space left in the database master.
What I want to do is migrate or update my SQL server 6.5 to SQL server
2000. Do I have to run the service pack before doing this?
